Restrictions on Downsells

MonetizeNow's latest rules engine provides the ability to distinguish between invoiced and uninvoiced periods, allowing for sophisticated approval rules on downsells. Allow reps to downsell a future period (maybe the end-customer is downsizing), but require an approval if that period has already been invoiced.
